Budget, commitment, real cost and resource capacity

Project cost & resource control system

Comparing budgets with bank payments is not complete cost control. Actual costs, remaining commitments and estimates for remaining work must share a consistent status date, cost coding and currency basis.

Cost and work structure.

Rules of control.

The budget is connected to the work package and the version change remains separate from the original base.

Deliverable

Cost baseline

Conceptual view of the service; by selecting the same step, input, control and output.

Representation of the

control of costs and resources; From the problem to the control.

The cost structure and its recording are defined in work packages, contracts and resources. the actual cost comes from a credible financial source; the time and functioning of the resources are one of the input of analysis, not equivalent to the total project cost. the end estimate is kept with the assumptions and version and the remaining commitment is not re-calculated in ETC. Indicators such as CPI are only calculated with EV and AC credible and the same period. the output must show where the deviation is and what the predictive decision changes.

Costs, commitments & forecasts in one structure

The payment time is not necessarily the time of cost realization. the definition and source of each figure is agreed with the financial unit so that the management report remains compatible with the offices.

The face of the problem.

Which bottlenecks do we address?

The design of the solution begins with the accurate knowledge of the problem; not by adding unnecessary capabilities.

01

Untold coding.

The structure of the program, finance, purchase and contract is not the same, and their adaptation depends on manual work.

02

Late view of disconnection.

Costs are seen after the final registration, while liabilities and consumption process are warning earlier.

03

No connection to the output.

Time is recorded but its connection to work package, delivery and progress is not analyzed.

Technical Domain

Key solution capabilities

The final domain is stabilized after the process analysis, the existing data and the organization’s acceptance criteria.

1

The cost control structure.

Definition of control accounts, scripts with work failure structure, cost center and contract lines.

2

Budget and changes.

Registration of the base budget, transfer, management reserves and approved changes along with history.

3

Real commitment and cost.

The collection of orders, contracts, status forms, facts and payments in control periods.

4

Prognosis of completion.

The estimate of the remaining cost and the final cost based on the process, commitments and responsible assessment of the package.

5

The time and the time.

Time recording based on project and activity, comparing the program and the real and team capacity tracking.

6

Analysis of action.

View budget deviations, consumption trends, gained value indicators and points required action.

Our approach

Design & rollout pathway

Each stage has a specific output, clear responsibility and control point to validate design decisions before the final development.

Access control, recording history and data quality are considered from the beginning in architecture.
  1. 1

    Joint Coding Design

The structure of work, costs, organization and contracts.

  2. 2

    Recognize the sources.

Identify the source of budget, commitment, expenditure and no-hour.

  3. 3

    time control.

Closing the course, credit assessment of the numbers and recording the responsibility for the forecast.

  4. 4

    Analysis and action.

Identify deviations, determine the cause and pursue the decision to amend.

Testable design / no list of possibilities

Cost control starts with correctly distinguishing figures

In the proposed version, the management control system does not replace the legal financial offices. the basis for the identification of costs, rates and currencies with the financial agreement and disputes are kept compatible.

Question of decision.

Which package is likely to pass the budget and what assumption about the remaining work has caused this to be predicted?

At least the information model.

Budget
Primary base line, approved changes, current budget, currency and connection with WBS.
Actual costs and commitments
Rate, valid rate, actual cost, order and remaining liability; with reference and status date.
The estimate remains.
ETC, estimate method, presumption of productivity, risk, responsible and confirmation date.

Design controls.

Number again.
The fulfilled order should not be counted both in AC and fully in ETC.
Resource capacity
Registred hours, mandatory hours and assignable hours shall be divided; free capacity shall be calculated from valid contractual hours.
Payment and Cost.
Payment time is different from the cost realization; the liquidity chart of the cost performance is displayed separately.
The ID of an Exit.

The EAC

EAC = AC + ETC. deviation VAC = BAC − EAC; with currency and equal range and documented assumptions.

The first dissemination.

A project or cost center, a time recording and finance, a course matching and a package forecast; Timeshit is just one of the sources of this chain.

Solution-specific workflow From cost figures to corrective decisions
Technical Architecture

Three layers from data to action

Proposed architecture controls dispersed entries, applies business logic and makes traceable management output.

of 1

Source and recorded.

Calendar, contract, finance, documents, operational forms and field data with common reference IDs.

of 2

The core process and control.

Accreditation, work circulation, access levels, announcements, changes records and validation rules matching the roles.

of 3

Analysis and Decision

Dashboard, warning, analytical reporting and correctional action with the possibility of tracking any indicator to the primary source of information.

A real issue, a clear path.

The actual cost of a work package goes beyond payments

Scenario of Explanation.

A project in terms of cash payment is still under budget, but open orders and no-time consumption show the final cost will be more. the financial report alone can not show future commitments and resource productivity. cost control should separate the budget, commitment, achieved cost and remaining forecast.

01 - Identification

A sign that should not be lost.

The budget is apparently sufficient, while the remaining purchase and non-hour obligations are not ⁇ .

02 – Analysis

Connecting the data base.

The cost failure structure is connected to the work package and contract. The rules of the cost registration, the open commitment, the price and the allocation of the boiler are specified so that the items are not duplicated.

03 – Action

Responsible and timely.

For each package, the cost achieved and the estimate of the remaining work are displayed. the forecast change is recorded with the reason, owner and date, and the manager can review the compensation action on the sources or domain.

What is followed.Budget and cost line.Compliance and real cost. The final cost documentation.
Acceptance criteria

from a attractive.
to a reliable output.

The sum of the report is adjusted to the basic documents and the difference between the time of registration and the occurrence of the work remains clear. The value index is only valid when progress, budget and cost use a common range.

The small and testable range allows the possibility to check the rules with real users. system expansion is done after the data model and pilot circulation are confirmed.

Center of tools and resources.
Proposal for Pilates.

With what limit to start?

A cost center or pilot work package is selected. budget, open commitments, registered costs and remaining work are matched with the same package data.

Errors to be controlled in design.

The same payment and expenditure.

The payment time is not necessarily the time of cost realization. the definition and source of each figure is agreed with the financial unit so that the management report remains compatible with the offices.

Technical Questions

Common Questions About Cost Control and Resources

The end response of the range, time and architecture depends on the existing situation and the precise needs of the organization.

What structure is needed to set up cost control?+

Work failure structure, control accounts, cost centers, contract codes and periodic calendar should be linked to the specific recording rules.

What is the difference between real cost and commitment?+

An obligation is created from the order or contract and shows the future obligation; the actual cost is the amount registered for the work or goods received.

Are the employees registered in this section?+

If necessary, the timeshit is linked to the project, activity and type of work; but the goal, the analysis of consumption and resource capacity is alongside the project output, not merely the presence and absence.

Are the value indicators calculable?+

Yes, provided that there is a credible basis of time and cost, progress measurement rules and periodic real data; formulas and report levels are stabilized in the design phase.

Follow the pathway from bottleneck to decision

Explore the control logic: select a stage and see how a hold at a critical point affects the process.

The route is displayed in normal mode.

Actual bottleneck

The combination of real cost with open obligations or unapproved changes hides the final estimate.

Project 360 Controls

Budget, liability, actual costs, permissible changes and remaining costs are separated by the common cost code.

Verifiable evidence

The basis of the EAC, the status date and the ETC assumptions must be revisible; a single number is not enough.
