Room of Management and Coordination of Multiple Contractors Packages in the EPCM Contract
EPCMCONTRACT MODEL
Sovereignty, coordination and control of multiple contractual packages

EPCM project & contract management system

In EPCM, managing and coordinating packages does not necessarily mean owning the contracts or accepting every EPC risk. The system must distinguish the manager's role, the client's approval authority and each package contractor's obligations.

Contract EPCM What is the limit and what is the limit?

In the EPCM contract, the contractor of engineering, supply and construction management acts as the employer’s professional agent: perform or manage the design, guide the purchases and coordinates the execution of the construction contractors; but the purchase and construction contracts are often made directly between the employer and the contractors.

The fundamental difference with the EPC is in the allocation of risk and liability. The EPCM contractor is usually not the seller of a key asset in the hand with the price and the date of the breakdown; but is responsible for the quality of management, coordination, consultation and professional control. The employer has more aggregate risk of cost and performance of the packages and requires a stronger sovereignty system.

The EPCM project can have dozens of engineering, purchase and construction contracts with different calendar, reporting structure and interests. Success depends on data standard, responsibility matrix, joint season management and the speed of employer decision.

Roles and Roles.

Who is responsible for what?

The system is reliable when the circulation of information and the decision-making authority is exactly in line with the actual structure of the contract.

Employer and Board of Directors

The owner is the aggregate risk, budget, package contracts and decisions beyond the power of EPCM.

The EPCM

It guides standards, macroprogram, technical coordination, logistics, supervision and aggregate reporting.

Contractors and sellers.

Each is responsible for its own direct scope and commitment and must report according to the common standard of data.

Joint Season Management

The role or team that follows the technical, time, location and contractual interfaces between the packages until they are closed.

Operational bottlenecks

Where do contracts typically lose control?

Each bottleneck is examined through its root cause, contractual consequences and early warning signals.

01

Around the power.

The root cause.
The assignment of authority and approval points between the employer, EPCM and contractors are not clear.
The result.
Decisions interrupted, contradictory orders and responsibility transfer.
Early warning.
There are no owners, and there are many shrinking shrinking shrinking.
02

Uneven reports of packages.

The root cause.
Each contractor has its own code, calendar and definition of progress.
The result.
Late collection and unreliable macro image.
Early warning.
A lot of manual modification and contradiction between the closed report and the entire project program.
03

The Unowned Season.

The root cause.
The technical or local boundary between the two contracts is left in the general text.
The result.
The gap of the domain, again work and mutual claims.
Early warning.
Interfaces close to the date require no responsible party and the closing standard.
04

Changes between packages.

The root cause.
A change in a contract is approved without an analysis of the impact on other packages.
The result.
The wave effect on the costs, plans and multiple responsibilities.
Early warning.
Modified without the list of contracts and influenced interfaces.
05

Predictions are late.

The root cause.
Cost and schedule packages are updated with different delays and assumptions.
The result.
Discover delayed budget deficit or move anywhere the final date.
Early warning.
The distance between the date of the state of the packages and the absence of the record of predictions.
Experience the process.

Control must be testable.

EPCM: decision governance across contracts

The EPCM manager is not necessarily a party to the purchase and construction contract and has no final authority to make all decisions. the role of the employer, manager and contractors is divided according to the contracts.

Question of decision.

What is the question of the common chapter between which packages are open and what should the reference authority decide?

At least the information model.

Contract packages.
Parties, the scope of the scope, the turn points and the route of notification of any contract.
Register of connection.
Package origin and destination, subject, required output, owner and date requirement.
Decision of the
Assessment, reference to the employer's authority, report to the parties and record the effect of each package.

Design controls.

The Matrix.
The proposal of the manager is not one with the approval of the employer; about every role is drawn from the contract.
The reliable assembly.
The report and the coding are the same; the contractors' degrees are not gathered with a different basis of weight.
Differences in Common Season
The issue without the owner and the reference to the dissolution in the report remains open.
The ID of an Exit.

Interfaces from the date.

The agreed date of departure passed and the acceptance of the non-registered destination; with the discrepancy of the responsibility and the authority of decision.

The first dissemination.

Two connected packages, the interface register, the authority matrix and the joint report of one course.

The Project 360.

How exactly can we help with this kind of project?

Project 360 for EPCM creates a layer of information sovereignty that puts all the packaged contracts on a common standard without the exclusion of their independence. Each package has its own scope, plan, budget, commitments and reports; but the chapters of shared, changes, decisions and forecasts are aggregated at the entire project level.

With what limit to start?

Two packages are selected with an important common chapter. the role of the employer, manager and contractors in decision-making, implementation and approval is independently tested.

Errors to be controlled in design.

Equal authority for all sides.

The project manager may advise and coordinate, but the authority for approval is on the other side. the system path is drawn from the real limit of authority of each contract.

Examples of admission.

Contract Questions

Common Questions About Engineering, Supply and Construction Management Contract

The system is not a replacement for legal judgment; the instrument of disciplined execution is the process, documentation and data-based decision-making.

What is the difference between EPCM and EPC?+

In the EPCM there is more emphasis on sovereignty, reporting standards, multiple package control and common season between independent contractors.

How is the contractor’s report standard?+

The code structure, reporting period, index definition and data exchange template for all packages are determined and quality controls are determined before aggregation.

How are the joint seasons managed?+

Each interface is registered with the description, parties, required data, date of need, responsible for action and status and remains open until the acceptance of parties.

Are employer and manager different?+

Yes. access and dashboard each role is designed based on the limitations of authority, level of details and decision responsibility.
